Name of Action: Franklin County Multi-Use Recreational Trail System

Determination of Significance:  The Franklin County Legislature has issued a Positive Declaration for the proposed project. The following potential significant adverse environmental impacts have been identified that will require the preparation of a Generic Environmental Impact Statement (GEIS):

  • Fish, Wildlife, Plants, and Ecologically Sensitive Areas
  • Significant Historical or Archaeological Resources
  • Surface Water Resources
  • Wetlands
  • Soils
  • Noise
  • Air Quality
  • Traffic
  • Recreational Activities
  • Growth and Character of Community
  • Community Services

Draft Scoping Document: A Draft Scoping Document, dated May 2, 2024, is available on-line for review at the following web address:

This Draft Scoping Document describes the potential issues and areas of environmental concern that are proposed to be addressed in a Draft Generic Environmental Impact Statement (DGEIS) for the proposed Multi-Use Recreational Trail System. Additionally, hard copies of the Draft Scoping Document will be available at the following local public libraries within the County:

  • Wead Library
  • Chateaugay Memorial Library
  • Saranac Lake Free Library
  • Tupper Lake Public Library

Comment Deadline: Written comments regarding the Draft Scoping Document and issues to be addressed in the DGEIS will be accepted until 1:00 P.M. on June 14, 2024.  Please submit written comments to the Franklin County Office of Economic Development & Tourism at 355 West Main Street, Suite 428, Malone, NY 12953, Attention:  Bobbie Keenan.  Comments may also be submitted electronically by e-mail to please insert “Proposed Multi-Use Recreational Trail System” in the Subject line of the e-mail message. When submitting electronic or written comments, please include your name and mailing address with your submission.
